      Six herrialde (provinces) : Araba , Bizkaia, Gipuzkoa, Lapurdi, Nafarroa, Zuberoa. Together they are called in basque Euskal Herria. In spanish they are called the Navarrese State. In the past they used to be called The Kingdom of Navarre, in the future they will be called The Republic of Navarre. See also here.

      Historical facts and undeniable documents of its past can (should) be read in an exellent and recent book. The authors are Tomas Urzainqui and Juan Maria Olaizola. The title is The Maritime Nararre. It has been edited by PAMIELA in Pamplona this current year of thousand nine hundred and ninety eight. Euskal Herria (or The Navarrese State) is in conflict with Spain for 165 years now, caused by the illegitimate spanish agression. (Text complete in spanish here)

      The illegitimate agression of Spain sparked off the legitimate basque defense that now and then bursted out in battlefield wars (three: 1833-1839; 1872-1878; 1936-1937) and in the last 30 years in an urban guerrilla war in a very extensive conurbation.

      Now it seems that the first sound outs are being tried to achieve a negotiated solution of that conflict. After the signing, on September 11th of 1998, of the LIZARRA AGREEMENT and the pronouncement on September 11th of 1998, by the Basque Revolutionary Socialist Organization of National Liberation EUSKADI TA ASKATASUNA (E.T.A.) of it indefinite uncondicional and unilateral truce.

      Moreover, in the elections of October 25th of 1998 in the Basque Autonomous Region the sum of the parties that signed the AGREEMENT OF LIZARRA (PNV, HB, EA, IU, EB) obtained a clear victory: the total sum reached more than three thirds of a million votes, 754.922, that all in all is more than 60% of the candidate votes (60,4%) and 43 seats out of 75.

      Opposed to this were less than half a million: 495.943 votes, 39,6% of the total amount and obtaining only 32seats by the parties that were opposed to THE LIZARRA AGREEMENT (PP, PSOE, UA, and the three members outside the regional parliament).

      (The main part of the signatories of the LIZARRA AGREEMENT, the three parties (PNV,EH/HB and EA) have also been able to beat ON THEIR OWN, due to the amount of votes, 683, 858, 54,7% of the total amount, all the others : 567.007, 45,3% of the total amount)

      Those three milestones (LIZARRA AGREEMENT, ETA´s truce and the victory of LIZARRA´s signatories in the elections of October 15th) was joined by an other one that changed the LIZARRA AGREEMENT into the LIZARRA-GARAZI AGREEMENT.

      This happened when the singatories of LIZARRA gathered once again last October 2nd in Donibane-Garazi. There they held an other historical meeting of large symbolism and meaning. For Donibane- Garazi is the capital of Nafarroa Beherea, of the low side of Navarre on the other side of the mountains, city called St-Jean-Pied-de-Port by the french. Thid is an OBVIOUS ADMISSION THAT THE CONFLICT NOT ONLY AFFECTS THE SPANISH STATE BUT ALSO THE FRENCH ONE, and both are responsable for its solution.

      These are the determining factors and background of the sound outs that have been done for the negociated solution of the conflict.


      ETA applauds the LIZARRA-GARAZI AGREEMENT and salutes the victory of its signatories in the elections of October 25th.
      In a communique that was published last thursday 4th , ETA, in addition to declaring ITS TRUCE of September still in force onder the same conditions, applauds that the signatories of the LIZARRA- GARAZI AGREEMENT "have brought hope to the Basque Country". For together with the signatures of the political forces, of trade unions and social forces "thousands of citizens have put their hope on that".

      ETA observes that the electoral results "show clearly that a large support and acceptance was obtained by the AGREEMENT", and reminds that spanish unionist leaders declares during the electoral campaing that the results should be respected. ETA now reminds that spanish Government THAT THE MAJORITY OF THE VOTERS OF THE BASQUE AUTONOMOUS REGION HAVE GIVEN THEIR SUPPORT TO THE LIZARRA-GARAZI AGREEMENT. ETA therefore askes the spanish Government to accept the content of it.


      HB and PNV´s warning.
      On sunday 8th HB, trough Analdo Otegi, warned in an interview published by EUSKADI INFORMACION : "PEOPLE HAVE TO UNDERSTAND THAT THE PEACE PROCESS HASN´T STARTED YET, NOR HAS A RESOLVING STAGE OF THE CONFLICT BEGUN". That once ETA and the government have negociated the overall scenary and the guidelines to be followed, A COMMITEE should be set up TO LEAD THE START OF A CONSTITUTIVE PROCESS IN THE BASQUE COUNTRY.

      This very same sunday 8TH PNV, by person of Arzalluz (president of the main executive board of the PNV), it was revealed that he had spoken with ETA previous to signing in the town of Lizarra. He did so in an interview published in the same number of DEIA where the title of the editorial was: LIZARRA HAS NO CHANCE .


      Important though awkward and confus/ed/ing step of the Government of Spain
      The Government of Spain, through its President, gave an important step tuesday 3rd by announcing the dialogue with ETA officially opened. He did it in an awkward way. He did it either in a confused or in a confusing way. He tried to sell the idea that ETA´s truce was a surrender after calling it a trap. Without being willing to face that the problem is about territoriality and self-determination.

      He did gave a first step though. And since he does not say any longer he will NEVER talk with ETA, he neither sais the bullshit of only talking with ETA to know where they will turn in the basque arms.

      It´s been a spanish step. Important. Awkward. But still a step.

      Spain will have to make many more.

      They will be made.
